In recent years, DSIC has taken the actions to promote the development of heavy industry powerfully with good results achieved. This group signed the construction contracts for 2X135MV thermal power plants, co-worked with the Northern Heavy Industry Group and Huawei Hotan Power Generation Co., Ltd. one after another; won a bid in the sea-crossing bridge project for Dalian Southern Coastal Highway, together with China Railway Baoji Bridge Group Co., Ltd. as a combo; undertook an order of 4 sets of drilling platform legs; undertook an order of steel structure for 6 sets of offshore drilling rigs as well as ancillary equipment such as drilling pipe crane, BOP crane and hooking block, etc; also undertook the orders for large cranes like 400t gantry crane and 45t portal cranes. The first-half year output value of heavy industry accomplished in this group has grown 51.2% and the contract values bagged grown 210.2% compared to the same last year while the ordering trend still remains brisk in the next-half year.
It is said that this group has specially set up a heavy industry promotion leading group, in charge of leading, organizing and coordinating the development of heavy industry in DSIC directly, and guiding the non-ship business department and its affiliated enterprises to define the development direction and draw up the development strategy. Based on the development progress of project, this leading group shall duly organize and set up the project teams for product development, allocate the specialized budget, organize and set up the expert advisory committee based on the demand of project development as well.
Meanwhile, DSIC has fulfilled a special encouragement and support policies in the business resource, technical resource, production resource, fund and talent introduction, etc. where a specialized fund of heavy industry development is set up for market development, technical introduction, qualification certification and new product trial, etc. For the heavy industry project succeeded in R&D and initial order, an interest subsidy shall be granted if such working fund is funded by loan. This group has paid a high attention to the foster and introduction of high-level heavy industry talents, defining the non-ship business department and its affiliated enterprises are entitled to carry out the wage negotiation system with the high-level specialized talents mastering the core technology to be introduced based on the recommendations by the affiliated enterprises and evaluation by relevant departments in DSIC. Recently, this group has also drawn up and issued the Measure for DSIC Heavy Industry Commendations & Rewards, defining the Award for Outstanding Contribution Units, Award for Fast-growing Units, Award for Leaders and Award for Innovative Talents so as to commend and reward the units and individuals with outstanding contributions in developing the heavy industry.
